The decision belongs to the stewards

An investigation is not a penalty. The stewards examine the incident, regulations and available evidence, then publish a decision. Editorial reporting must distinguish an investigation from a decision and any right of review.

Penalties have different effects

A time penalty may be served in the pits or added to the result under the applicable conditions. A drive-through requires passing through the pit lane, while a stop-and-go includes a stop. Grid penalties affect the starting position; a disqualification removes the relevant result.

Penalty points

Super Licence penalty points are separate from championship points. Accumulating them may lead to suspension under the regulations. For a specific case, the official document takes priority over general explanations or television footage.
