What this means for the reader
APEX interpretation: cooling and aerodynamic load serve different needs. A cooling component may seek consistent brake operation without being presented as a speed upgrade. Similarly, a new wing must be assessed within the complete car configuration. The FIA submission shows what changed and why; it does not deliver a verdict on effectiveness.
